Board of Fire Commissioners Glenville Fire District # 2 September 8, 2025 

1. Meeting called to order at 7:02pm 

Attendance: Commissioners – Richard Doyle, Jeff Sheely, Joe Lacoppola, Mike Mchale, John Mcleod, Treasurer Chris Breslin, and Secretary William Coppola, Chief Glenn Kreig, Kurt H

4. Public Hearing and Requests for Use – July 27 11:00am – 5:00pm 

Kurt – Asked about the 21st budget hearing. John, Joe, Jeff, Richard Doyle. If any commissioners come together, they need to post a special meeting. Kurt asked about grant money given to lady auxiliary and if they started work. COmissioners stated it was money from National Grid/. If any remains from the budget does it come back to the board? Former minutes of February posted or June. The web service admin was asked to update the minutes and website. May discussion on getting Big Willie here? Has that happened yet? Drew is in the process of asking this per conversation Mike had with Drew yesterday. Chris Breslin brought up if you click agenda sometime it brings up the minutes. Last minutes showed the public hearing was after the executive session.

5. Chairman’s Comments – 7:28pm No updates. 

6. Chief’s Monthly Report 7:29pm. – a. Activity and Calls – 41 alarms. Gave mutual aid 28 times and received 6 times. 

b. Announcement of New Members: 

c. Equipment Report -. Glenn forgot pictures of the new truck. Will email to commissioners, but showed at the company meeting. Glenn only received these because he requested it. A login should be sent shortly to be able to login to their service that allows you to check on the progress. Truck is still scheduled for two months from now.

d. Training Report – Low angle rescue drill, extraction drill auto solutions Glen and Drew recertified CRF this month. Glenn and Lindsay took the operator and responder. Drew took fire investigation for line officers. Drew, Allie Pohl, Michael Manning have started emt class. With new EMS possibilities for the town could open the possibility of getting on a RIG. Lindsay will be going to Colorado 09/23 CP rail puts on training in pueblo Colorado. Crew by rail was an old name, its now called flammable liquid by rail. Need to pay upfront for flights and rental car, then will get reimbursed for that. Lindsay is using Glenn’s credit card to make these reservations. She can submit food bills to CP rail. New name might be CPK rail. Needs to take gear with her. They supply the air packs. 3 live burns still scheduled. Second one is this Sunday. County EMS is in service. In station at rotterdam since its rotterdam ambulance, since no glenville firehouse can station. Hazmat class is being charged to Calder fire, but since they couldn’t do car fire they are using that credit for that. Live fire with the Air National Guard with their air prop. A lot of drills are upcoming. 

e. Request for External Courses/Purchases – None – Batteries from last month have been ordered. Wasn’t as much as they thought. Was a lot cheaper then what Chief thought it would be. Two sets of new gear have been ordered, and should be here next month. Kurt and Allie took the Truck and boat to Thursday at the park and represented Alplaus to firefighters at. September . Former explorer Alex Carr is scheduled to enter the fire academy and will be looking to be a paid firefighter.

Ben Doyle has requested to be moved to Social member due to moving out of district. Member of 10 years. 

Frizoini’s application was reviewed by the investigation committee, he wants to continue into the emergency services. He was accepted as a new member. He was an explorer and has some experience. Father was a former chief of police. 

Travis Fedrizzi – Firefighter with air national guard. He lives at 1187 hillside ave (In Niksayuna). This was done before the Chief was in committee, but the committee rejected the application due to being two districts out.

7. New Business – 8:17 pm – Discussion about the credit card being hacked for about $10,000, and a new one of $3,000. Waiting to hear back from the bank to resolve this as they said the district is on the hook for $3,000, but can possibly lower this. This is a off bill the rest looks about the same as last year. Dropped maintenance of new apparatus of 3,000. Maintenance of building and grounds, electrical increased by 2,000. Water and Sewer increase for next year due to the increase this year? But this could be due to water for new grass. Service and training proposed for 40,000. Interest went down for Capital building from 64,025 to 61,525. What is the budget for legal fees? Mike states that 1,400 should be budgeted for legal fees, in addition to the 2,000. 1437 should go to legal and service. Jeff asked about the previous meeting about the leftover of the Apparatus reserve fund to prepare for the engine increase. Instead of putting the 90,000. Need $20,000 by 2029 from apparatus reserve. 5300 for tax/legal fees. 10,000 as discussed at the meeting for apparatus reserve. Breslin has a question to the state and will ask the Josh from the town tomorrow. As a fire district you can have a contingency line. You are not suppose to spend any money appropriated in the budget, can continue to pay from there without moving from another budget line. You can do this every month. Districts often have a contingency line, you can take that money when you go over (example) training you can move from that line to training. This would give us a clean place to pull and move money. Another option is in our budget we put all of contractional expenses, and account for it, but put out to the tax payers just the top level. Consistency of budget is a big thing according to the training Breslin took. Joe asked where would this money come from when you need it. Mike suggests two things – If we needed money we would move money from another line, this is what the district has done in the past. This leaves a paper trail of where the money is moved. One thing we could do is take 10,000 into a contingency line for legal fees as that is an expected expense. Discussion on if this would help hit the tax cap. Discussion on possibly adding contingency lines for things we know about like legal fees for the bond process with the purchase of the apparatus. With this budget, we will leave as it was from the meeting, and wait for response from the town to possible add 1437 to legal fee line and 2,000 into legal contingency line. Next step to put together 2025 budget and talk to Josh about the apparatus fee and bonds. Awaiting response from fiscal advisor on confirmation if we don’t use the 90,000, since we are below the original amount. Awaiting response if they can hold using 90,000 but use 50% and keep the 45,000. Discussion on why we had the 90,000, was for any increase cost from truck, and lower the bond amount and tax increase. Mike asked what the 45,000 would be used for? Joe mentioned might help with SCBA and the 20,000 payment that is due by 2029. If we are holding 45,000. Breslin asked would this need to be put back in apparatus? Mike indicated it is in general fund, we can add to apparatus. Would be great to use for SCBA or last bond payment for the past truck. Before any motion should wait till we get confirmation from Connie (financial advisor) that this is okay. Since the language states 90,000 and not UP to 90,000 want to confirm this before acting on it. Board brought up the original language from the ballot from the vote on the apparatus. The board believes it should wait for confirmation before making any motion on this 90,000. How much are air packs? 130-150k was what the grant stated. But this can increase in 1-3 years. 10,000 to apparatus Reserve. 14437 in legal services. At the budget limit for 2026- 447,924.Looking at budget right now, might have around 3k of carryover. 18% increase due to the truck purchase. Around 2% without truck. 

8. Standing Committee Reports

a. Long Range Planning (J. Sheely / M . McHale)- 8:47pm – None 

b. Building and Grounds (R. Doyle / M . McHale) 8:47pm – Discussion on the drain, need for big willie. Not drawing back from Verizon tower people. Richard will call back. No bids on painting. Is the season getting to the end, wait for the spring or follow up with the few options? Maybe touch up the one section that is really bad and look into this in the spring. Mike brought up that there is weather stripping on the outside, but not in the inside doors in the apparatus bay. Outside one is touching the threshold. What about the room near the shower. The door near the snow plower there is a gap, Mike purchased weather stripping to fix this issue. Mike will send William Coppola bids for Snow Plow bids. New Faucet in the kitchen. Cleaning bids will open at end of the calendar year. 

c. Equipment Nothing to report. 8:53 (La Coppola/Doyle) 

d. Safety and Regulatory – 8:53 – SCBA testing is upcoming. Letter was sent. (McLeod/McHale) 

e. Medical Program/Physical Examinations – 8:53pm. (Doyle) 

f. Communications – 8:53pm None (Doyle/McLeod) 

g. 8:54pm – Finance 

– Mike brought up the delinquent phone bill, it has been paid in full and resolved. Then brought up discussion from previous members on reevaluating the district phone plan. Discussion on removing this program, and giving members 60 day notice of this. 30 day reminder and then terminate after that. Can keep the Chiefs phones, and the tablets, but terminates the plan for members. You can get a better deal in other places. The chief said the members said they wouldn’t mind at all. Need to draft a letter and give a heads up to the members, then work this out with Verizon. December 1, or Jan 1. Not in a big hurry but don’t want to keep delaying this conversation. 

Motion to terminate the district phone plan for company members December 1st, 2025. Supply the draft file to the Secretary to put on the website. Need to publish a budget hearing 3rd week of October on the 16th, put official notice in the Gazette and get it on the board. Jeff brought up a previous conversation about Works Comp additional payment. Why do we need to cover this? This is for the paid position for Secretary and Treasurer. Any service needs to provide proof of insurance.

h. Service Awards Program 9:04 Document Disposition Election Form – Effective 09/01 any hand signed forms will be converted to PDF, can destroy the forms or return the original. Discussion on what option. Option 1 allow them to shred and house the PDF, or Option 2 has them return the original. Members can do this electronically. Discussion on LOSAP policy is for 40 year services, is there anything for 50 year service? Max amount is 800 a month for 40 year services. Can review the financial impact to 50 year service and what that would take financially. Would need to put this to a vote to the district residents. The board

can take this up in discussion, can present it to Firefly at the next meeting with them. This is to get info on what the increase from 800 would be. 

i. Special Committee Reports None – 9:08 pm. Truck committee. Kurt had a few updates. Kurt said the specs that were sent recently, has some concerns. Discussion about online photos. The firehouse should be available to access online, but only photos they received were from a request. Joe will reach out to them to see about this. On Page 6 discussion on liability insurance. The district does have this. Jeff looked at the drawing. The Bidder should submit two copies, but only have one. No expectations should be made to this document. There should be a second drawing. The big thing about the maximum height. Nothing in the specs about the max height. The concern is the bridge height. Page 11 of spec. No max overall height requirement. Joe will mention this in their follow up tomorrow. Joe will follow up with Connie about selling of the bonds in October to make sure we have the funds when the truck is delivered.

b. Review of findings from the reconciliation of checking statement First National Bank 

c. Review of carry over and grants – Purchase of app line, had 0 in 2025 budget. Moved over 90,000 and 16,000 into the General fund. 16,000 appropriated into apparatus reserve, need to move that into the Apparatus reserved fund. And a referendum would be needed. 16,000 should have been in there before the 90,000 was taken out. Adjust this budget to send the 16,000 to reserve and only have the 90,000 in the general fund instead of 106,000. Accounting service was overspent. Had 7,000 already over that. About 100 dollars a month for these services. Paid 850 dollars of dues last year. Move these to training? Not in dues? Look into increasing this line, bring from what line? Training in December would be paid in January. Maybe service and communication lines? Spend about 300 dollars a month on this service. Fuel and oil is below.
