1. Meeting called to order at 7:01 pm 

Attendance: Commissioners Mike Mchale, Richard Doyle, Jeff Sheely, Joe Lacoppola, John Mcleod, Treasurer Chris Breslin(Remote, Came in at 7:30pm), Tom Esmond, and Secretary William Coppola, Mike Tucci, Arin Nebloni(left before return of executive session), and Chief Glenn Kreig

6. Public Hearing and Requests for Use -9:23pm None 

7. Chairman’s Comments – 9:23 pm No updates. 

8. Chief’s Monthly Report 9:25pm. – a. Activity and Calls – 42 alarms. Town and chiefs still ongoing discussions on EMS council and the issue on a town level. Looking at various options. Printed out specs at firehouse if anyone wants to see. Spec doesn’t specifically dosen’t say under 10 feet. 

b. Announcement of New Members: 

c. Equipment Report – Truck had a recent electrical issue. Believe it has been addressed and corrected. The hose and ladder test happened last week. The electrical issue arose during the pump test. Some section of hose did not pass. 4 inch, might be 50 foot section. Quote is around 500 dollars. Lost a section of 2 ½ as well. Can reevaluate later this year. Need some radio batteries, quote will be sent shortly. Some are 3 years old and batteries are starting to fail. Not sure how much tehy will cost. Range from word to mouth is 300-800. Will get exact quote in the near future. 

d. Training Report –

e. Request for External Courses/Purchases – None, but batteries are needed and will be sending

9. New Business – 9:38 – Last company meeting had a discussion on a vote to change a bylaw. These changes was for adding Chief to the investigation and credentials. Request for a member. Will defer to Chief on this new member. Chief said doesn’t know him well, but he is a former west Glenville firefighter. They recently stepped down there, and want to join here. Their chief highly recommended him. He is a NY state paramedic. Chief was not part of the investigation, but other than that it seems he is a great guy. Would he be out of district? Anything from the committee about the 45% of members needed? 3 members recently removed were out of district. 

9:42pm – Motion to approve Mike Colaczno as a new member to Alplaus fire department. Understanding he is out of district and he will be a probation member.

Commissioner Joe said he will follow up with President Gary Hastings in regards of the investigation and credential committee and the need for minutes and info on out of district status.

10. Standing Committee Reports a. Long Range Planning (J. Sheely / M . McHale)- 9:42pm No bids for painting still. Did receive some commercial painting advertisement. 

b. Building and Grounds (R. Doyle / M . McHale) 9:45pm – Cell tower update in back corner – Verizon would like the district to somewhat pave the way, as it could be an easement issue. They want some assurance that it would be worth it for them to go down that path. 1500-1700 a month. 50 year agreement but would come down to 25. Biggest thing to them is the easement issue and the public feedback being positive. Jeff asked for more info to go to town with these issues. The electrician should be returning the quote shortly on the lights. Chief brought up the faucet issue. Will bring the plumber back as they fixed it 07/03 

c. Equipment Nothing to report. 9:50pm (La Coppola/Doyle) 

d. Safety and Regulatory – Pump and hose test happen 9:52 – SCBA inspection is upcoming. Possibly October (McLeod/McHale) 

e. Medical Program/Physical Examinations – 9:52. None (Doyle) 

f. Communications – 9:52 None (Doyle/McLeod)

g. 9:52pm – Finance Thursday 08/28 for budget? Richard and John won’t be here. Mike is busy monday-thursday for the next month. What about the 08/18? Does not work. 08/25? Only need treasurer and a quorum. 08/21 pm at 7:00pm? Works for everyone. 08/21 at 7:00pm. Chief asked if the board wants him in attendance. They said that would be great. 

– Thinking about the Budget – In august. (McHale 

h. Service Awards Program 9:57 pm – Over a million dollars. 

i. Special Committee Reports None – 9:57 pm. Truck committee updates discussed earlier. Fiscal advisors provided the debt from bonding for the budget. Sometime in November the truck should be here. Can sell the bonds in October to have the funds in November to have the funds to pay the bill on arrival. Bonded for 20 years. Discussion on the apparatus reserve that was put to the side to help cover any up cost. Should we keep this money for future repairs, or put it towards the purchase? The board needs to make this decision to update the estimate of the bonds. Need to decide to use the 90,000 to update this estimate for the budget hearing. Chief brought up that this money is for equipment. Aging Chiefs vehicle that is 10+ years old. New Chiefs truck could be a truck that can tow the various equipment. Boat at the marina has an older motor. Things like this could be helpful to keep some of that reserve. Think about future 10-20 thousand dollars to have insurance for these apparatus. Board will review and continue discussion and follow up next week. Joe will get more info and send out to the board to discuss more in detail. Will provide updates and make a decision if the estimate needs to be updated. 

11. Treasurer’s Report a. Review of Report – 10:06 PM – Reviewed Balance sheet of July 31, 2025. i. Chris Breslin presented his report and showed bills to be paid balance of $8,037.04. Three lines over budget but because of early payment on some yearly bills. Will address in budget meeting 08/21. Gave the 3,000 grant from Nat Grid to Ladies Aux for work.

12. Old Business- 10:15pm – Jeff had a question about sealing the black top. Jeff asked Mike why we didn’t do the other side. Mike said it is ⅓ to a ½ more and it doesn’t do much for the blacktop. Mike talked to a few folks and they recommended not to do it since its so old. Would basically just paint it black. It was about 4,000 grand to do the work. So it could be 6-8 grand to do the entire parking lot. That was the cheapest quote. Seal it every other year? Quote to redo the section. Would have to pull up the blacktop to replace the base. THen would have to pay that. Could be more now though. That quote was 20k few years ago. Last month discussion on the AC condensation on the cracked paint. Can take a closer look at it. Hasn’t been wet lately. Look at budget hearing ~42,000 in building reserve. Maybe these are things to be looked into. Air packs might be more of a priority.
